On July 28, 2022, PUMCH held the 2022 Talent Work Conference, where participants studied and discussed the important remarks of President Xi Jinping on talent development in the new era and the spirit of a central conference on talent-related work. The important guidance of President Xi for PUMCH was also reviewed and the “PUMCH 2022-2030 Talent Development Plan” was announced, which outlined the key work of talent management. The meeting was chaired by Vice President Wu Peixin. President Zhang Shuyang delivered a speech and Vice President Wu Wenming gave a report on the hospital’s talent development plan. The meeting was also joined by Zhao Yupei, academician and honorary president of PUMCH, all hospital leaders, representatives of senior experts and high-level talents.
On behalf of all hospital leaders, Vice President Wu Wenming delivered a report titled “PUMCH 2022-2030 Talent Development Plan” and elaborated on a wide range of supportive policies, including the top-level design of talent development, pilots of professional and technical job appointment, and the recruitment of high-level talents.
President Zhang Shuyang delivered a speech under the title of “Shouldering Historical Responsibilities and Carrying out the Centennial Mission” and issued a clear call to action, stating that “talent is crucial in the development and transformation of PUMCH, which is even more critical if we want to fulfil responsibilities.” She also claimed that “practice is the best way to grow talents”. To ramp up effort in talent development, President Zhang stressed the following measures:
Step up effort in talent recruitment and development by improving the training model. Improve the efficiency of talent deployment and enhance the evaluation system.
Be as open-minded and inclusive as an ocean that admits hundreds of rivers in talent recruitment. Take various measures to create an enabling environment for talent. Deploy talent in a way that is flexible and motivating. Cherish talent by providing full protection and considerate service.
Focus on the two satisfaction indicators—patient satisfaction and staff satisfaction. Build a deep understanding of the characteristics of PUMCH, the industry and the era. Adhere to the “four orientations”. Establish a value-oriented path in talent development and clarify the talent management work. Stay committed to building a medical talent hub in China.
Vice President Wu Peixin put forward the following three requirements:
Implement the guidance of the central conference on talent-related work by setting up a full talent development plan and transforming the structure of the talent pipeline.
Make groundbreaking innovations while implementing policies with precision and optimizing the ecosystem, so that every employee can make accomplishments in PUMCH.
Make a joint effort to build an enabling environment for talent development. The Party Committee oversees the overall coordination. The clinical departments should manage their talent pipeline by combining development and recruitment, while the administrative departments provide systemic safeguard. Party branches at all levels provide political guidance and encourage departments to respect and cherish talent. Senior experts should give young people a chance to reach their potential.
The meeting was held both online and offline. Other participants include directors and deputy directors of clinicial departments, heads and deputy heads of administrative departments, the secretary of the general party branch, representatives of nursing units, clinical laboratory scientists, young and middle-aged staff, and researchers.
