On October 16, 2023, Zhang Shuyang, President of PUMCH, and Ao Ieong U, Secretary for Social Affairs and Culture of Macao SAR, signed the “Operation Cooperation Agreement for the Islands Healthcare Complex – Macao Medical Center of PUMCH”, witnessed by Ho Iat Seng, Chief Executive of the Macao SAR, Cao Xuetao, Vice Minister of the National Health Commission (NHC), Huang Liuquan, Deputy Director of the Liaison Office of the Central People’s Government in the Macao SAR, and Zhao Yupei, Honorary President of PUMCH and President of the Strategic Development Committee of the Islands Healthcare Complex-the Macao Medical Center of PUMCH. The signing ceremony was chaired by Wu Peixin, Vice President of PUMCH.

The Islands Healthcare Complex – Macao Medical Center of PUMCH is an important collaboration project between the Macao SAR Government and the mainland of China in healthcare under the principle of “One Country, Two Systems”. Building upon a long-term collaboration agreement, the signing of this cooperation agreement signifies the joint efforts of the Macao SAR Government and PUMCH to promote the high-standard opening and high-quality development of the Islands Healthcare Complex – Macao Medical Center of PUMCH, while adhering to the principles of serving public well-being and national strategies. Both sides will make sure to prioritize provision of public medical services and continuously improve specialties in Macao. Macao’s advantages in global access and reach will help PUMCH build a stronger profile internationally and steer the Islands Healthcare Complex – Macao Medical Center of PUMCH to keep up with international standards as it strives to improve the health and well-being of Macao residents and help the Macao SAR Government develop the health industry in the broadest sense.

The Islands Healthcare Complex – Macao Medical Center of PUMCH is scheduled to commence trial operation at the end of this year. Setting sights on building it into a regional medical center of China, PUMCH will undertake its operation, tapping into the PUMCH branding strength and dispatching technical and managerial personnel. The complex is adjacent to the Taipa and Coloane Continuity Road. It has a gross floor area of approximately 430,000 square meters, making it the largest medical complex in Macao. The complex includes such main buildings as the Macao Hospital, Central Laboratory Building, Auxiliary Facilities Building, General Service and Administrative Building, and Staff Dormitory Building. The Islands Healthcare Complex – Macao Medical Center of PUMCH is positioned as a public medical institution, planning to have over 800 beds and provide high-level medical services, education, and research. After its opening, it will start with health management and specialized outpatient services, before progressively offering comprehensive oncology services such as radiotherapy, as well as inpatient services in various medical specialties. It will also introduce advanced medical technologies and international medical equipment from PUMCH to enable services such as diagnostic imaging. Anchored in Macao, the Islands Healthcare Complex – Macao Medical Center of PUMCH will strive to reach other parts of the Guangdong-Hong Kong-Macao Greater Bay Area, even the broader Southeast Asia. The establishment of an international medical center, as well as specialty centers such as a cancer treatment center, medical aesthetics center, traditional medicine center, and health management center is also in the plan to enhance the appeal of specialized medical care in Macao.
The signing ceremony was attended by representatives from the Macao SAR Government, the Central Office for Hong Kong and Macao Affairs, and leaders from relevant departments and bureaus of the NHC. The event was also attended by all the management of PUMCH, academicians of the Chinese Academy of Sciences/Engineering, members of the National Committee of the Chinese People’s Political Consultative Conference, retired leaders, and departmental officials.
