Peking Union Medical College Hospital (PUMCH) is a Class A tertiary general hospital committed to delivering state-of-the-art clinical care, innovative scientific research and rigorous medical education. It is designated by the National Health Commission as one of the national referral centers offering diagnostic and therapeutic care of intractable and rare diseases, national demonstrative bases for higher medical education and standardized residency training, and core national bases for clinical research and technological innovation. At present, PUMCH is speeding up efforts to develop itself as a pilot hospital for high-quality development and a national medical center and bent on establishing itself as a “core base” for basic research and cutting-edge technology innovation for intractable and rare diseases. It has put into operation the National Infrastructures for Translational Medicine and the State Key Laboratory of Complex, Severe  and Rare Diseases. The implementation of the “Central High-Level Special Program of Clinical Research” and the release of the “Pilot Program for Enhancing the Clinical Research and Translation Capability of High-level Hospitals” by 11 national-level institutions have given new impetus to the innovation-driven development of PUMCH.

The Excellent Young Scientists Fund (Overseas) under the National Natural Science Foundation of China (NSFC) aims to attract and encourage outstanding young scholars (including non-Chinese foreign talents) with  good achievements in areas of natural science and engineering technology, among others, to return (come) to China and pursue innovative research in areas on their own choice. The fund seeks to promote fast growth of creative young talents and foster a number of outstanding talents on the international science frontiers, contributing to China’s ascent in science and technology.

We welcome overseas excellent talents to apply for the 2023 Excellent Young Scientists Fund based in PUMCH!

1. Preferred areas of research

(1) Talents in basic research, frontier technology research and translational medicine research in such areas as the pathogenesis and life support technologies of intractable and rare disorders as well as acute and critical medical conditions, including but not limited to biochemistry and molecular biology, microbiology, cell biology, experimental zoology, genetics, bioinformatics, biophysics, biomedical engineering, testing and analysis, immunology, pathology and pathophysiology, medical imaging and nuclear medicine, artificial intelligence, computing science, epidemiology and statistics, medical information and public health.

(2) Talents in various medical specialties or interdisciplinary talents who promote high-quality development of disciplines and enhance medical technology, which involves areas including but not limited to internal medicine, surgery, obstetrics and gynecology, oncology, anesthesiology, emergency care, rehabilitation medicine and physical therapy and other medical specialties, or other interdisciplinary specialties.

2. Benefits

In addition to the national funding, talents will receive from PUMCH the following benefits: an annual salary ≥ RMB 600,000, a settling-in allowance ≥ RMB 1.5 million, and a research initiation grant ≥ RMB 3 million, with the specific amount depending on the expertise and competence of the talent; the corresponding laboratorial and office space; assistance that prioritizes talents for their children’s eligibility for schools nearby, etc. (if the relevant policies are adjusted, the aforementioned benefits will be delivered in line with the corresponding adjustments).

Upon being granted the Excellent Young Scientists Fund (Overseas), the hirees shall apply for tenure-track/ tenured faculty positions in CAMS & PUMC and, in the case of successful application, will be eligible to admit a designated number of doctoral candidates as doctoral supervisor and receive research funding.

3. Talent Services

To satisfy talents’ needs, the Talent Work Office of PUMCH will designate the staffer that has the first contact with a talent to provide one-on-one services that are all-encompassing, one-stop and high-quality for him or her throughout the process.

4. Application Criteria and Process

(a) Criteria

(1) Abide by the laws and regulations of the People’s Republic of China, follow scientific ethics, and consciously practice the ethos of scientists in the new era;

(2) Born on or after January 1, 1983;

(3) A doctoral degree holder;

(4) Major research area being natural science and engineering technology, etc.;

(5) During the period after an applicant obtained the doctoral degree and prior to March 15, 2023, the applicant should generally have obtained a formal teaching or research position in an overseas university, scientific research institution, or corporate R&D unit, and have worked for no less than 36 months in the post consecutively; the time limit can be relaxed as appropriate if the doctoral degree was obtained overseas and the applicant has a particularly impressive track record;

(6) An applicant should have achieved scientific research or technology outcomes, among others, that are recognized by peer experts and have the potential to become an academic leader or outstanding talent in his or her own field of research;

(7) The applicant has not yet returned (come) to work full-time in China, or has returned (come) to work in China after January 1, 2022. Upon being notified of the grant, the applicant must resign from their overseas job, if any, and return (come) to work in China full-time for at least 3 years.

(b) Application Process

(1) Applicants need to download and fill out the “Application Form for the Excellent Young Scientists Fund (Overseas) based in PUMCH”, submit it with their CV, reference letter and related materials to pumch_hr@126.com with the subject line being “your name+2023 Excellent Young Scientists Fund (Overseas)” by February 3, 2023.

(2) Expert review and interview;

(3) Sign an agreement of intent with PUMCH, and log in to the information system (https://isisn.nsfc.gov.cn/) and fill out the application form by March 10, 2023.
