Expert Evaluation for Resident Core Competency Framework Consensus held in PUMCH

An expert evaluation for Resident Core Competency Framework Consensus by China Consortium of Elite Teaching Hospitals for Residency Education was held in PUMCH on August 14, 2018. Called by the Department of Education, National Health Commission (NHC), the meeting meant to collect opinions and suggestions from influential medical education experts from across the country. 25 experts attended the meeting, they are from the National Health Commission, Chinese Medical Doctor Association, China Medical Board (CMB), member hospitals of the Consortium, NHC Personnel Exchange Service Center, China Medical University, Beijing Hospital, Peking University People's Hospital, the First Bethune Hospital of Jilin University and Fujian Provincial Hospital.

A year ago, the Consortium started its Self-Study project according to international standards, and found that a common problem is that China lacks clear-cut, consistent requirements for the competency of medical residents. Therefore, the Consortium Board approved in September 2017 the start of drafting “Resident Core Competency”. Then the Consortium studied competency frameworks on medical education of world countries and compared them with existing ones in its member hospitals. It broke each entry into the smallest units according to their connotations and ranked them according to their frequency, and, based on that, hammered out a draft. Then it held many meetings and workshops to listen to opinions from medical education experts from home and abroad, as well as education-related staff from hospitals (education managers, department chiefs, attending doctors, residents, etc.) and turned out the Consensus after repeated modifications.


At the meeting, Counsel Jin Shengguo from NHC Department of Education spoke about the aim of this expert evaluation, and PUMCH Vice President Zhang Shuyang spoke about the background, process and goal of the Consensus. Zhang Shu, CMB clinical education officer and doctor with Dermatology, PUMCH spoke about the six aspects of the Consensus and gave detailed explanations.


Experts discussed and said that formulation of the Consensus is highly significant. It is not only a fruit of the Consortium efforts but serves as a guide that should be promoted across Chinese hospitals of residency education. The six aspects proposed can fully cover central requirements on residency training at the present stage, being both practical and advanced. Every expert gave his or her opinions which will be considered into the final version.
