On the afternoon of July 26, the fourth “group-style” medical team to Tibet left Beijing and headed for Lhasa to join the third team for handover. On July 27, Premier Li Keqiang, who was paying a visit to Tibet, visited the teams at the People's Hospital of Tibet and delivered an important speech. He said the state will put more in the construction of hospitals and Tibetan medicine universities as presently the medical resources here can’t meet people’s needs. He asked the medical workers to well serve the local people, to be both good doctors and teachers. He asked the team to train local doctors and nurses so their expertise can stay. His words turned out greatly encouraging.

A conference on the promotion of medical aid to Tibet was held on July 26 in Tibet, which was organized by the Organization Department of the CPC Central Committee, the National Health Commission and the Ministry of Education. PUMCH Party Secretary Jiang Yuxing attended the meeting. Jiang Xinzhi, deputy director of the Organization Department, praised Wu Wenming, general team leader of the medical aid to Tibet, vice president of PUMCH and president of the People's Hospital of Tibet. He said Wu has the hospital’s affairs at his fingers and his devotion set an example for all medical workers in this program. After the meeting Jiang and Wu visited the third team and held a welcoming ceremony for the fourth.

On July 27, a meeting on the handover of experts between third, fourth teams was held at the Tibet People's Hospital, which was organized by the National Health Commission. In an “overlapping” principle, from July 30, the fourth team members would start hospital orientation and enter departments for handover. Items include department general information, planning, discipline construction, personnel training, department management, project funds and review of top-class hospitals. A handover form would be filled in to clarify all jobs in progress so as to ensure the continuality of the medical aid to Tibet.
